Reporting Emoji Flaws:

Apple is not the creator if these emojis. So, rather than reporting this through Apple, you need to make a proposal for one to be changed. The Unicode Consortium is whom you must go though. Go Here: Submitting Emoji Proposals - Unicode. That is your only option.

Apple is not responsible for emojis, the Unicode Consortium is.

And as several of us have already explained, Apple does not make the designs, the Unicode Consortium does.
