This screen will appear if you are trying to download an application that requires some sort of payment method on file (application costing money) and there is none that it can use. Therefore, you would not be able to download it. If you do, have a payment method on file, make sure that you have access to use the payment method on file. You may need to ask the owner of the Family Sharing. If this screen is appearing and you are the owner of Family Sharing, make sure that your payment method is still valid (Such as if you got a new credit/debit card and cancelled the old one).
