How to install macOS 10.13 High Sierra on my MacBook Air?

There is no such thing as iOS 10.13.0.

10.13.0 refers to the macOS version named High Sierra for computers. It does not work on iPhone or iPad and as such it is not iOS.

10.13 High Sierra is fairly old at this point. It was released in 2017.

Just to add, if you have an Installer telling you you need 10.13, then you have an OS updater tharequires any previous version of 10.13

Apple only offers the last version of an OS full installer, hence 10.13.6...
