Sending/Receiving Pictures in iMessage
When I send a picture the other person gets a blank bubble, and the same shows up when someone send me a picture?

Hello ,
We understand you can't send or receive photos in Messages. Does this happen with both a Wi-Fi and cellular connection? Which specific iOS 16 version are you currently running? Go to Settings > General > About for the version. If you're using Messages, check that you have iMessage and MMS Messaging enabled in Settings > Messages.
