How can I disable csrutil on my macOS Ventura 13, since it seems to be what causing NoxPlayer to be stuck at 99% at all times and never turned on?

NoxPlayer does not work on Apple Silicon Macs (M1 / M2). It uses a virtual machine running emulators. The underlying technology is not yet compatible with Apple Silicon SoC CPU's which are based on ARM64. You cannot run binaries compiled for Intel x86_64 architecture in a virtual machine on ARM64 architecture. Rosetta2 won't help either it is way too advanced for Rosetta2 to work.

After reviewing the NoxPlayer FAQ and specifically their mention of "Startup Stuck at 99%". There is no mention for the need to use the csrutil by NoxPlayer's FAQ to get things working. You should not mess with the csrutil command, it's primary purpose is to disable System Integrity Protection and that is a high security risk and definitely not recommended. Plus it won't fix the problem.

If you have an Intel based Mac then follow these guides straight from NoxPlayer's website:
