Subscriptions.
Apple keeps trying to charge me 24.99 . And it won’t let me delete my subscription in order to stop it from trying to charge me. And I can’t add a card because it keeps on charging me over and over an over

If you have a subscription that tried to charge you and did not complete for any reason, it will attempt to charge your payment method until it successfully completes. You can't stop it from happening. Once it completes you can request a refund. A pending charge must be allowed to complete successfully before anything else can be done.
The subscription can be cancelled, but it will not stop any pending payment from trying to complete if it failed to do so.
If it's already been cancelled, then you must let the charge got through to end this cycle.
