if it was me the I would look in

settings->accessibility->spoken content

Turn off auto speech? How do I turn off speech when using text? Drives me nuts! I have an IPhone XR. When I’m trying to quietly text, the dang thing keeps saying words aloud. That’s a stupid feature!

In iOS 9 you should find this option in Settings/General/Accessibility/Spoken Content
