See these instructions, keeping in mind that if you don't have a backup all data will be lost on that device (except those that you eventually synced to iCloud):

If your device is running iOS 15.2/iPadOS 15.2 or later, AND if you have created a backup to iCloud, you don't need a computer:--> How to reset your iPhone, iPad, or iPod touch when you forgot your passcode - Apple Support

Shouldn't be this case (iOS/iPadOS earlier than 15.2), you need a computer. If you don't have a computer, borrow one from your friends/relatives/neighbors or ask for help at an Apple Store or Authorized Service Provider, then read these suggestions.

Given that to remove the existing passcode you must connect your device via USB to a computer (a Windows PC running the latest iTunes version, or a Mac, which can run iTunes or Finder, depending on the macOS installed on it), pay attention to the specific gestures that you need to perform while connecting your device to the computer.

These are the instructions to re-gain access to your iPhone/iPad:

If it is an iPhone:--> If you forgot your iPhone passcode - Apple Support

If it is an iPad:--> If you forgot your iPad passcode - Apple Support

Also, take a look at this support video about the same matter (for both iPhone and iPad):

Apple does not have access to your data, so Apple cannot help you recover it. Backing up and/or syncing your data is your responsibility; if you didn’t do it before disaster struck it is too late now. Which is sad, because you could have turned on automatic nightly backups, and your data would have been safe. Or you could have backed it up to your computer, and your data would have been safe. Or you could have synced important content to iCloud, and your data would have been safe. Or to many other backup and storage services; dropbox, Google One, Microsoft OneDrive, LiveDrive, Box.com... But it is up to you to use the tools Apple gives you to protect your data.

Your phone appears to have developed a hardware problem, which is unfortunate, but it happens. Your data would have been gone in the event of other mishaps; dropping the phone in a toilet, getting thrown under a bus, lost, stolen. Backups protect against data loss in all of these possibilities.

Here is how to provide feedback to Apple→Product Feedback - Apple

However, I can guarantee that it won’t happen, because it is too easy to fake someone’s identity, and thus no way to positively identify the “iphone real owner”. There is absolutely no identity information that you can provide to Apple that can’t be faked. Your entire life history is easily available on the Internet, and some things that you consider private are available on the dark web. The ONLY information that is guaranteed to be you is your iPhone passcode, because you created it and the only place it exists is on your phone. Even Apple cannot determine your passcode.

Suddenly, On April, 13, about 4pm. There were errors. I touched my password correctly but my iphone didn’t recognize password which I haven’t ever changed it.

I couldn’t understand the situation because I touch my password everyday.

Before the error occured, I had an strange experience that I can’t save my face ID. My phone didn’t work well. So I had to try to save my face ID several times.

I thought that my phone was suddenly something wrong after the software update.

Suddenly, my phone didn’t recognize my password though I touched it correctly. Eventually, my phone couldn’t work and just showed me “security lockout”.

I think that there are errors of software. Maybe It makes my phone strange. So I have no understand my phone’s lockout.

Please make a new policy which can provide only iphone’s owner with a chance to unlock the lock.

For example, Apple ID and password can be checked for the real owner. In addition, you can check serial number of my iPhone.

If you want, I am ready to send the picture of my identity document.

Unfortunately, I have no time to sync my data. But I have to recover my data and precious pictures of my family.

I can’ t see my father anymore. Please give a chance for only real owner.
