my nephew has forgotten his password to his iphone 7. He has also forgotten his password to itunes. He has changed his phone number and not updated itunes so we cant reset that way. Is there any hope?

I’d consider a simple replacement of the iPhone with a cheap/free feature phone from the carrier, too.
