backup onto new device
how can i backup my water damaged iPhone 11 to my new iPhone 13 but i don't have the backup option to transfer the apps and data from my original iPhone 11?

Your only hope would be to find a repair shop that can create a backup (to a Mac or PC) after repairing it enough to boot and create the backup. Such a repair doesn't tend to last long enough for reliable operation. We simply can't give any recommendations, but you can look up who might be recommended.
There might be some data that was saved to iCloud, but that's typically not a complete set of data like you'd find on a backup to a Mac or PC.
