I’d suggest asking Adobe, as Shockwave Flash was their product.

The follow-on product to Adobe Shockwave is Adobe Animate, and that can process SWF files.

There is an open-source player and alternatives that might work for your needs: https://ruffle.rs/

There are also online websites that claim to be able to convert SWF Shockwave files to MP4.

The usual go-to VLC doesn’t seem to include SWF support, though there are a few discussions over there.
