Unable to install Philips Hue app on my iMac

You need to check if that app is compatible with Mac OS; it may not be or needs a newer or older Mac OS than what you are running. Just because it runs on Windows does not mean that it will rund on Mac OS.

I do not speak Russian, so I cannot read a website in your language. If it says "at least 10.12" then it should work on 10.13 unless there is a new version out. Is it for Mac or Windows?

And, the ENglish speaking version is available on Google PLay site - that is not Apple. It works on Android and iOS, but not Mac OS.

If it is compatible, then you would need to download and install it. It is not an Apple app.
