I restarted my iPad and my photos deleted
How can I bring back my permanently picture from iPad because my iPad restarted please help me.

We noticed you reviewed this article: Set up and use iCloud Photos. Were you able to confirm the iCloud Photos setting is turned on? Also, make sure the iPad is signed in with the same Apple ID the photos are being synced with.
If your iPad is in Low Power Mode, iCloud Photos is paused. That may be the reason why the photos haven't synced to the iPad: Use Low Power Mode to save battery life on your iPhone or iPad. This information can be reviewed in the article.
Also, make sure the iPad is connected to Wi-Fi and connected to a power source if possible.
If Low Power Mode is off, and you're still not seeing any photos, open the Photos app > from the bottom left, tap Library > tap All Photos, then scroll to the bottom of the screen. Check the sync status.
