If you find a lost Apple Watch can you pair it to your iPhone

I was sold an Apple Watch, only later to find out that it was a stolen Watch. I can’t pair it since it’s locked and since I bought it cash, I can’t take it to Apple for help, what do I do? Help!

You realize you've been scammed and if you can't get your money back, you recycle the watch responsibly. You will NEVER EVER be able to use the watch. Either do as Chattanoogan suggests and turn it over to the local authorities OR recycle the watch responsibly. It's useless to you. And no one can or will help you use the watch.
