First off, while the screenshot is very helpful, you should always scribble out personal info using the markup tool when taking a screenshot, before posting such material on a public site.

The error message on the screenshot reads:

“To avoid interruptions to your subscriptions and purchases, please verify your payment information or

add a new payment method.”

For this issue, please tap on this Support Article: If a message says 'billing problem with previous purchase' or 'verification required' - Apple Support.
