Cannot receive incoming phone calls/ says “User busy”

The past few days my IPhone 13 has been not getting incoming phone calls. Do not disturb is not on. I’ve tried to turn the phone off and on but that didn’t help. I’ve contacted the service provider and there’s nothing on their end that they can see. This is a brand new phone just switched over to Verizon from ATT and I was receiving incoming calls now I’m not. I’m not sure what’s going on. Also when someone calls a notification will pop up saying “user busy” with who is trying to call me and then it will disappear and say missed call. I cannot find anything wrong. I’ve disconnect from Bluetooth as well, but nothing is working. I can call people but they can’t call me.

Troubleshooting "User Busy" Message:


A. Try Updates:

  • Install Carrier Updates.

Because you are using an iPhone, contact your Carrier, request carrier updates. Once they are installed, see if it then works.  Go Here: Manually Update your Carrier Settings on your iPhone or iPad - Apple Support

  • Update Using a Computer:

Have a Computer Handy? If so, try using a computer to update. Go here: Update your iPhone Using a Computer - User Tip. If any updates are availabe, they will install, sure enough.


B. Restarting the iPhone:

If any changes were made (i.e. Installed Apps), then Settings (i.e Wf-Fi), may have become manipulated technically. So, try restarting the iPhone:

  1. Go To: Settings
  2. Tap: General
  3. Tap: Shut Down
  4. Slide: Your Finger to the Right


C, Reset All Network Settings to Default:

Example of items that will be reset: (Wi-Fi Passwords, VPN Connections, etc)

  1. Go To: Settings
  2. Tap: General
  3. Tap: Reset
  4. Tap: Reset Network Settings.
  5. Enter: [Your Passcode]


D. Try manually restarting your iPhone:

  1. Go To: Settings
  2. Select: General
  3. Scroll to: the Very Bottom
  4. Select: Shut Down
  5. Slide Finger: to the Right
  6. Wait: 30 Seconds
  7. Power One: the iPhone
  8. Try this Once More


As a least resort...

E. Restore to Factory Settings:

If you wanted to, you could restore your iPhone to factory settings, as if you were to sell it. All would be erased, the phone number would reside, and you'd log in anew to everything. Perform as instructed here, including iCloud log out and the backup creation: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support
