Issues uploading and downloading on Icloud

Hey. My iCloud on Finder has been stuck uploading and downloading for several months now. I went to my local Apple store and they said I had to send my laptop off to a specialist but I couldn't not have my laptop for the duration it would take to send and return, for work reasons. I can't download anything from Icloud using finder, instead I've had to download through google chrome. Is there any way to cancel these uploads and downloads? I've restarted my laptop several times, force quit my Finder tab and still no success

If an Apple Store offered a solution or indicated further investigation was required, that may be your own way forward.


Some alternate ideas that you may not have tried yet:


1) Try testing in safe mode using the steps from How to use safe mode on your Mac. Once that test completes, the article also offers appropriate next steps based upon the results that should be followed.


2) See if a new user account exhibits this behavior. This may also be suggested depending on the safe mode testing.


3) Are you able to disable iCloud features in Finder? It's not clear if this is for iCloud Drive or other files that are attempting to sync.
