Can I purchase a SIM replacement card online? Long story, but the gist is that i am almost certain it was thrown away. I am currently in Oaxaca, Mexico and wondering if i can purchase this card online?

You will have to contact your carrier (telephone company) about that. They are the ones who provide them for the service you use.
No. You get a SIM card from your cellular carrier, not from Apple.
All a SIM card does with an iPhone is provide information used by your telephone company to add service ot your phone. It has nothing to do with anything Apple does so Apple does not provide them. The exception is if you buy an iPhone in an Apple Store and they work with a carrier to provide service on it immediately. Still, even then they are really doing it for the other company and I seriously doubt they can provide a replacement card since their service is designed for providing new accounts, not general phone service support.
