find recovered deleted files imac

Is there a 3rd party software that can recover deleted files? I accidentally deleted files, and emptied the trash. I found those files on icloud.com and "recovered" them all...icloud.com said it was complete. Only 10% of the files came back to my desktop, and then everything stopped. The time frame from deletion to icloud recovery was about 2 hours. It has now been about 10 hours, and still only 10% of the files came back, nothing new has showed up. And nothing shows up on any of my devices, or when I log into icloud today. It's like the other 90% of the recovered files just disappeared. Help me please! I spent two hours on the phone with apple support exploring all their options with no luck. If icloud said they were recovered, then where did they go?
