The Apple Mail application works by using the settings you've stored to access the server of your email provider and then downloading or uploading messages as necessary for incoming or outgoing messages respectively.
If that connection cannot be made, the first element to check will be your email account settings. Some providers may only allow you to access their service via particular settings if you are connected to the internet via them, most common with internet service providers or cellular providers.
As email settings can only be verified by the email provider, reach out to them to verify what the correct settings should be and use the steps from Add an email account to your iPhone, iPad, or iPod touch to update those settings as necessary.
