What is the correct Automatic Formula for this Equation to include New Cells in the Reference Range?

I was wondering what the correct automatic formula for this equation to include new cells in the reference range when I drag it down the column? The screenshots are showing that I want to increase the reference range as I go down each row to calculate a new average value. These screens were done using a manual formula for each row.

I don't know what your "manual formula" is. It sounded in your post like it should be the average to that point but it keeps repeating "92.86%" when it should be slowly increasing, then it jumps to 100%, then it stays at 100% even when averaging in a -200%.

But, if it is the average and if the first 100% is in cell B8 and first average is in cell C8 (it is not possible to tell from your screenshot, no row numbers or column letters are present), a formula to average the column to that point would be

cell C8 =AVERAGE(B$8:B8)

drag down from there.

This formula is not sort safe. It will break if the table is sorted. It isn't supposed to break but there is a long-standing bug in Numbers that causes it. I hope they will see fit to fix it before this decade is out, or maybe next.
