Needs to be a supported country.
If you open the Wallet app on your device, do you see a + sign in the top right? What does it say as you click through those screens?
If the card was issued by a bank in a country that supports Apple Pay, then the card may be used at a Philippine merchant that accepts the Payment Network (Mastercard, Visa etc.). Apple Pay usually works at transaction terminals that accept Tap-to-Pay.

Last year I inquired support about this and they said Apple pay is not available in my country the Philippines. But now O saw in ticktok it’s already available so how do I set this in my phone?
