Missing Some Contacts Following Update to iOS 16

My mother has a iPhone 12 & recently updated to the latest iOS 16 version. Now, the only contacts that show up on her iPhone & iPad are the “icloud” contacts. We have tried the following so far & need any other suggestions…

*Contacts—lists; normally, should list “All Contacts”, “ICloud”, & my personal email Acct—hers only lists iCloud list

*Settings—Contacts—Accounts—Icloud—Icloud—show all under apps using iCloud; toggled contacts on & off

*performed forced restart; still only showing her 43 iCloud contacts
