Family member can’t use iCloud family subscription

My daughter is a family member on her phone. She can use Apple Music but unable to access iCloud family storage. How do I fix this?

Cannot share iCloud+ with Family I have a "Family" of 4 including me and I share 5 subscriptions (including a 2Tb iCloud storage), purchases sharing and location sharing. However 2 of the family cannot access iCloud+. One simply cannot access it (it is not an option) and another (Parent/ Guardian) does not appear as an option for me to share with despite being visible with all my other sharing options. Both of them are sharing Apple Music and Apple TV+ but can't get access to iCloud+.

Family member can’t access iCloud+ Greeting: I have iCloud+ set up for my family. All family members are shown as having access to iCloud+. All family members are shown as using storage on iCloud+ except one. ICloud+ is not showing under Shared subscriptions on that persons iPhone. That iPhone is running iOS 16.5. Family subscription Good afternoon, help me figure it out, on one device there is a family subscription with access to games, music, TV and iCloud, when another device is connected to the same family subscription, there is only access to iCloud and music, and TV and games are not available why and how to fix it?
