• If an Alert Says Face ID has been Disabled on your iPhone or iPad Pro - Apple Support

• If Face ID isn't Working on your iPhone or iPad Pro - Apple Support

Try to update the iOS on your iPhone and iPad. Please set passcode if not set already as setting up passcode is a prerequisite to set up the Face ID. Go to Settings > Face ID and Passcode. Click on the option and it will ask you to enter your Passcode.
