Built-in non-Apple monetization, non-Apple in-app purchases, and non-Apple in-game ads are unlikely to pass Apple app review.

Further, Apple Arcade games (developer contact info) do not have payments, or additional payments, or in-app payments. All Arcade games are wholly free to all subscribers.

Which would be two different reasons why the game likely won’t pass review.

Since Apple seems to be soliciting new games for inclusion in Arcade (see previous links), I would expect they will chat with a representative of a game app potentially on offer, yes. As you’re using an Apple ID here, you already have one of those, too.
