I've just purchased a new iPad with iOS 16.3.1 on it and am unable to install the app WhatsApp. The comment in the app store is that the app is not compatible with this machine. Does anyone else have this issue? Are there any fixes?

The WhatsApp developers have not released an App compatible with iPad - the App being currently limited to iPhone.
Whilst the App is not available for iPad - you should be able to access the service using a web browser:
Be aware that iPadOS 16.4.1 is current. You should update to this version as soon as practicable - as this update includes essential system security updates for your iPad.
