Migrating Office 2011 files from Old desk top running Hi Sierra 10.13.6 to new Mac desktop running Ventura 13.2.1

What versions of Office will run old files? Will Office 2011 run on Ventura?

You need MS Office 2021 or newer to work with Ventura. But all the data files you created from older versions will work just fine with the newer Office apps. They may need to be converted but the apps will prompt you to do that when they need to.

If you don't want to buy MS Office, you could use Libra Office which is free open source software. It will read

all MS office files just fine. Except for Publisher and Access files. They don't have apps for those.
