Two things Here:

Remove all login items and Force Quit... all items.

A. Removing a Login Item:

Two Steps:

1. Get to Finder:

Use the following to exit the app and get to Finder the (Smiley face). [command+tab] Use it to Access your Mac when Something is Not Responding - User Tip

then...

2. Remove this Login Item:

Now that you are in Finder, see if LoginWindow.app is a Login Item. If so, remove is as such and then restart the Mac, seeing if this no longer occurs.  Go Here: Change Users & Groups Login Items Preferences on Mac - Apple Support

B. Using Force Quit:

Two Steps

1. Exit this App:

Use the following to exit the app and get to Finder the (Smiley face). Use My User Tip: [command+tab] Use it to Access your Mac when Something is Not Responding - User Tip

2. Force Quit this and All Apps:

  1. Go to: Apple menu
  2. Select: Force Quit...
  3. Select: an app
  4. Click: the Force Quit... button
  5. Click: the Force Quit... Button.
  6. Perform seeps 3-6 for all listed apps
  7. Restart your Mac

Start with this of M1 or M2 Mac...

On your Mac, choose Apple menu  > Shut Down.

Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.

Press and hold the power button on your Mac until “Loading startup options” appears.

Select a volume.

Press and hold the Shift key, then click Continue in Safe Mode.

The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.

Restart normally.

Start with this if IntelMac...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
