Tracking an apple watch 5 with GPS and a Cellular line

I purchased an Apple Watch 5 for my elderly father so that we could track his whereabouts. He does not have an iPhone but will wear the watch all the time. We used to have a plan with Bay Alarm that was a watch with GPS and we could track where he was and where he is now for like the last 30 days back. The watch was really cheap and didn't last long. I have a hard time believing that an Apple Watch that cost a lot more money, is a very good watch and has GPS AND Cellular wouldn't have some kind of tracking capability. I just want to be able to track him via GPS or the cellular number that is attached to his watch. The only thing I can get to work is the Find My and that only tells me where he is at this time. I am not going to sit and watch my Find My app 8 hours a day to see where he may or may not be going.

There has to be some way to track an apple watch that has GPS and Cellular without requiring the person wearing it to have an iPhone.

Please help me keep my dad safe when we cannot be with him.
