that change password doesn't work for a phone with restriction. I can't even open and see what's restriction I have because i don't remember the screen time code

At this point, you cannot get to the Content & Privacy Restrictions portion of Screen Time because you have forgotten the Screen Time passcode.
You will have the reset the Screen Time Passcode and those instructions are listed here 👉 If you forgot your Screen Time passcode - Apple Support
