Why are certain apps no longer accessible but still have icons on homepage of iPad
And how do I redownload them

With the exception of a few Apps that are integral elements of iOS/iPadOS, Apps can be easily deleted from your iPad:
Delete apps on your iPhone, iPad, and iPod touch - Apple Support
After deletion, available/compatible Apps can be (re)downloaded from the Apple App Store.
