SIM restrictions

I bought my iPhone from relatives of USA citize. However, they have been telling me it will soon be free and ready for use i.e will be no sim restrictions. But after a while they could not be contacted. Now what I want is to recover the debt and get access to my iPhone. How can this Community can help me get this fixed?

To be able to use any SIM across the globe you must have "No SIM Restriction" against Network Provider Lock. Please refer to the pic below.
