Updat Apple id + Reset end to end encrypted data on endless loop

I have an iPad(10th Gen) and an iPhone. The iPhone is a recent acquisition but my Apple account is not. I get a message on my iPhone, Update Apple ID Settings, when I click this I get a Reset Enceypted Data message so I say ok, this finishes and the message disappear from my iPhone but appears on my iPad, I do the thing on my iPad and when it finishes the message appears on my iPhone, I do it again on my iPhone, it finishes but now I again get the message on my iPad, ad-infinitum, what is going on. I am using my iPhones mobile data and the hotspot from my iPhones mobile data to connect to Apples servers on my iPad. The message appears as a red circle with a 1 inset on the Settings icon, when I click on the settings icon I see the Update Apple ID Settings, message.
