No. Safari updates are dependent in part on the macOS version. A 2011 iMcc cannot be updated beyond macOS High Sierra 10.13.6 and the latest Safari possible with that is 13.1.2.
For security reasons you should consider using a 3rd party browser that supports running their latest version with macOS High Sierra. Examples include Chrome and Firefox.
