You cannot mirror your screen from your iPhone 13 Mini to your iPad Pro, or vice versa.

You can control functions such as Play, Pause, Volume Up, Down, App Switcher, Control Center, etc. on your iPad from your iPhone, and vice versa. But if you want to mirror the screen, you need to use a 3rd party app, which must be installed on both devices.

An app that can be used to share the screen between iPhone and iPad could be APowerMirror, but there are also other apps in the App Store that you can check out. Some are free, others cost money.
