Menu bar missing and no control of anything

I have a 2016 Macbook pro running macOS Monterey, and have the identical problem as described in this thread: Menu bar missing and no control of anythi… - Apple Community

I've tried all the steps tried by the original poster, including:

-restarting multiple times

-logging into a different user account (which does not have the issue) and logging

back to my account (which the issue will still persist)

-do a PRAM and SMC reset

-reinstall my OS, which fixed the issue temporarily, but the issue came back once I shut down my

mac and restarted it

Since the original thread was closed without any resolution, I was wondering if anyone

has any answers.

Also, here is my EtreCheck report, it was suggested to run that diagnostic in the original thread:

Your battery is failing and you don’t have a Time Machine backup. If you don’t have another backup, make it now.

Did you try Safe Mode. You have kernel extensions installed which may cause weird behavior.

Your Mac appears to be managed. Have you asked your IT department?
