Payment info iPhone 8

When I update payment details in the billing address it needs added information but when I click on it the whole billing address disappears

None of my devices are letting me change my payment information I'm trying to change my billing information, but whenever I try to do that on any device, the option to add a payment is not clickable.

Can't update payment method in Apple Account I have tried to add my new credit card information via iPhone multiple times over several days as well as Apple website. Scroll Down to the Payment and Shipping Section

Tap on Edit

You will be given both Billing and Shipping Addresses to edit.
