In system preferences > keyboard > input sources, do you just have one item on the list, named "US". If you see "US International PC", get rid of it.

Troubleshooting Terminal:
Two Thoughts:
Time Machine Backup:
Important: Prior to the update or reinstallation, Create a Time Machine Backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong, doing the install.
A. Update your Mac:
I see you have macOS 11.0. So, check for 11.2.3 (the most recent version)
B. Reinstall your macOS:
If the above does not work, then consider reinstalling the macOS, backing up first.
Why a Reinstall:
If you reinstall the macOS, nothing would be deleted. All intended, original files and Apps that came on your macOS would be reinstalled (which include the Bluetooth). It’s all about keeping your system files intact.
Do you have the proper language configured for your keyboard?
Do you customize any keyboard settings to rearrange the keys?
If you type the back tick, does it display properly? How about when using the TextEdit app.....does the back tick and tilde characters appear as expected?
Does the same thing happen in Safe Mode?
Do you have a wired USB KB to test with?
I have proper language configured and yes '~' appears to be working well everywhere but bash.
same thing happens in safe mode too
