PHOTOS APPEARING BLANK IN MY CAMERA ROLL

I took pictures on my phone today. Immediately after taking them i tried looking at them and they seemed to be in the uploading to icloud phase where they aren’t fully clear. A few minutes later some were visible the other’s not. I checked the image information and its shows as follows. After restarting and troubleshooting and toggling on and off icloud photos I cannot view these images at all. Also to note I have the latest software I.o.s 15.7.5. I tried checking icloud.com and they aren’t there either, please help!!!
