As of the new iOS 17 update soon that will support side loading for Europe will it be available in England because apparently we left the EU

First an important clarification. There will be no side-loading - end of story. Nope. Nada. Nothing. Not happening.
What people in the EU get are alternative marketplaces. That is a 3rd party App Store. An EU company will be taking your money instead of Apple. Apple will not have any editorial review over apps from alternative marketplaces. Apple will still retain technical review for functionality. What this means is that EU users will finally have access to content that Apple considers "offensive, insensitive, upsetting, intended to disgust, in exceptionally poor taste, or just plain creepy." And if you read Apple's guidelines for more details, you'll see that they aren't exaggerating at all.
That's what you get - offensive and creepy apps. That's all. They won't be any cheaper. If anything, they will be more expensive. I regularly see people complaining about scams and subscription problems in Apple's App Store. You ain't seen nothing yet. I strongly recommend those "disposable credit cards" for use in any alternative marketplace.
And to clarify, the UK is no longer part of the EU. You will not be able to pop over to Europe to download these apps. You will need an EU Apple ID with EU address (and possibly EU payment method) to access any alternative marketplaces. When you get back to the UK, your alternative marketplace will no longer work. This system includes geo-locks. Any apps that you've downloaded will continue working, but you won't be able to download any new ones. It is still an open question about whether you would even be able to cancel any EU subscription scams if you aren't physically in the EU.
Technically, this all applies to Northern Ireland too. It depends on how strict Apple geo-lock is. It's more than just location. It's also time. Technically, even if you were right on the border, they could still track how long you've been at that location and still deny access.
You wanted freedom from EU laws. You've got it.

Just to clarify the important clarification, there will now be side-loading for EU customers. Currently, developers will need to have their own web site for distributing apps. I guess that effectively puts the responsibility for preventing scams and various illegal apps onto DNS providers, and end users.
Authorities in the US are working hard to force Apple to allow similar scamming options for US customers.
Depends who you ask , but it is Ireland stolen by England under English rule. Unfortunately when your masses agreed to leave the Eu does your rights of eu law
Its probably more a matter of country affiliation rather than trade agreements. The EU recently required Apple to allow sideloading. While N. Ireland may have trade agreements with the EU, N. Ireland is still part of the UK which is not in the EU and therefore Apple is not required to include them in the sideloading feature. N. Ireland may have trade agreements with the EU but EU legal decisions do not include it.

You may wish to note that several countries such as France with extraterritorial regions have those regions specifically mentioned as being part of a EU country.
This question was asked in APR 2023. My answer was correct at that time.
The United Kingdom is no longer in the EU. It is not one of the countries listed as getting side-loading.
as I live in northern Ireland should I not receive the update as yes i am under British rule but technically still Ireland and have our own agreements the the EU
What I would do , when side loading start to be implemented drive over into the republic , download side loader app and see will it work when you get back home ? 🏠 no harm in trying
To sum it up..... get an android phone, you can side load all you like, without the need to tether to a desktop.
That is currently only an unconfirmed rumor. We cannot speak to speculation and rumor here in the Apple Support Communities.

Unfortunately it’s a very complex issue technically living in Ireland but under British rule but with the Windsor framework we are allowed almost free trade with eu there for some sort of eu law would have to imply but I’m sure Apple will fight the fact that we’re under British rule there for no eu side loading
