iPadOS 15.4.1 has not removed Stage Manager capabilities for devices that support this feature - such as the fifth generation iPad Pro.
However, some monitors that have screen resolution less than 1920x1080 (i.e., full HD) are only usable with screen mirroring.

iPad and iPadOS continue to support connection of external displays. Depending upon iPad model and the installed version of iPadOS, your iPad may support differing capabilities and features.

I have the iPad Pro 12.9 5th gen with the M1 processor, iPadOS version 16.4.1. I have an external adapter that has an HDMI port connected to a monitor with 1080p I believe.
I also read that the new iPadOS update has removed the external display option it only allows screen mirroring
I have a portable 1080p monitor. Previously, it worked fine with extended display.
With two different M1 ipad pros, it has *stopped* extending the display, and now only mirrors. The display reports its resolution as being set to 1440x900.
With an intel macbook, the display also works fine as an extended display, with a default resolution of 1080p. With an m1 macbook, it works as an external display, and can be set to 1080p, but by default it selects 1440x900 as the resolution.
This seems like a weird feature *introduced* in a recent update. I have successfully used this monitor on an iPad as and extended display quite happily, but Apple has seemingly randomly nerfed my ability to do this. It’s irritating.
