The carrier US Sprint / T-Mobile has locked the phone. You will need to contact them to remove the lock.
Apple has nothing to do with this.

No they don't. End of story.
Contact the carrier. That is your only option.
Only your carrier can unlock the SIM card on your phone. Apple cannot do this.

If your phone says Carrier Lock.......Apple did not lock your phone. Your carrier locked your phone. Only your carrier can unlock the SIM card.

T-Mobile will normally only unlock phones for users who have a current or former account with T-Mobile. But you can try contacting them and asking. www.t-mobile.com.
