Why is it that I create the Apple music account but anytime I try to open the apple, I will be ask to subscribe to apple music on web. But when I did it, I still can't use the app

Apple Music availability might vary by country and region. 

Learn what's available in your country or region

If you are using iPhone 14, as your post suggests, there should be no problem in using your Apple Music subscription there. Perhaps you may need to update your iPhone OS to the newest version:

Eg: About iOS 16 Updates - Apple Support says iOS 16.4.1 is the newest.

You might want to start here to begin getting the most out of your subscription.

Noticing that your question in posted in the Mac OS High Sierra section of the Community: Sorry I don't know for sure if the Music app can be run on the 32 bit MacOS versions before 64 bit MacOS Catalina ...

All Mac OS versions before Mac OS macOS Mojave, including Mac OS High Sierra still run 32 bit apps, yet it seems Apple Music came into being after Apple introduced 64 bit apps. with MacOS Catalina.

I had the same thing happen to me. I clicked “already a subscriber” and then it worked. Another time I had this happen, the option didn’t show up that time. To fix the issue, I clicked all of the personalization options. If the issue still persists, try calling apple support or go to an Apple Store for additional help. They may be able to help you better since they will be able to see what you’re seeing. Wish you the best of luck man.
