Does anyone know if Data Mode -> Low Data Mode only applies when Roaming?
Ideally, I'd like Low Data Mode to be on when Roaming and off when not, but I fear these are two separate settings.

They are individual settings, as you have guessed. However it should not be too difficult to work around this. I suggest setting Roaming permission OFF for normal use so it acts as a reminder, then when you need roaming you have to go into settings and enable both Roaming and also Low Data.
