To clarify, are you turning off your iPad intentionally, or does it turn off on its own, then come back on and prompt you to connect to a computer?
If you're turning it off manually, does it restart itself and then enter recovery mode, or do you turn it back on, and then it enters?
If it is turning off on its own however, we'd recommend trying to reinstall iPadOS as outlined in the article below. See the "Put your iPad in recovery mode and set it up again" section:
Bear in mind, to select "Update" when prompted as this will attempt to reinstall iPadOS without deleting your data. If you've already tried this step, or it fails then select "Restore" instead.
This will erase all data on the iPad, so if possible to get it back into the Home Screen, ensure you're backed up first.
Let us know the results from there.
