iMac never goes to sleep automatically from the login screen

We have a shared family iMac, and each member of the family has their own user profile. While logged in the Mac will go to sleep normally after a period of inactivity. However after logging out (and the Mac returns to the login screen) it will never go to sleep automatically. We have to remember to click the Sleep button (and even then, any accidental bump will wake it again).

Given that it only happens on the login screen there aren’t any sleep settings that I know of (I’m only aware of the energy saver settings in System Settings, but this only applies to a logged-in user) that I can modify so I’m not sure what to do to fix it.
