I am trying to upgrade to iCloud + but my phone keeps saying "Cannot load". i have reset my network, turned my phone off and on. i have signed out of my apple account and logged back in also, nothing is working and. i have tried mulitiple times for days, it will not work. i do not have enough storage on my iphone so now my pictures will not download onto my phone. i need to upgrade my storage to the iCloud +.

It seems like that the real problem is that you are out of local storage, not iCloud storage.
Local storage on your phone and iCloud storage are two different things. Not everything on your phone is necessarily in iCloud.
About storage on your device and in iCloud
You need to free up local storage immediately or your phone will become unusable:

How to Clear Space from your Mobile Device, and What to Clear
Note: deleted photos are not necessarily deleted from the phone. You may have to go to Photos > Albums > Recently Deleted and delete them from there to truly free up storage.
Then restart your phone.
