Pages not working after Ventura 13.3.1 update

When starting with a blank Pages document I am not able to type anything onto the page. The "Text Menu" that is normally to the right of the blank document is no longer appearing. (see screenshot 1) I have to insert text from the top menu bar for the "Text Menu" to appear. (see screenshot 2) Is there a way to fix this?

You chose a Blank layout template instead of the default Blank template. The former can only take text in a Text box, and the latter allows you to directly click on the document and start typing as one normally does in a word processing document.

In the template chooser, use this as a guide:
