How will icloud & old photos library affect new one?

Had a recent death on in-law side and daughter was responsible for collecting photos. She had miserable time as they were scattered all over. As the 'unofficial' photo keeper/organizer for my side, I want to make it easier when..... I also read an article about some loosing their access to icloud along with all their pics, etc. So I began to look more closely at how photos has my 28000+ family photos arranged. Boy it's a mess. Lots were scanned and imported and the dates are all over the place. I think the only thing I can do is go back to the original HDD backup when I keep all pics in Lightroom and import them back to photos, but arranged more orderly. My first idea was to export all that I do not have already backed up to a HDD, then completely delete/empty my photos. Secondly I thought I could create a new blank library & import photos there. Once the new library is all setup, i could delete old library -- but -- what about those pics still in icloud? I want nothing from old library to infect my new one. Suggestions for what to do?

If you let thew library sync wt iCloud using the same AppeID as now, the new new library will be merged into the existing iCloud Photos Library. You would either have to erase your current iCloud Photos Library after archiving all photos from the existing library or use a second AppleID for the new, clean iCloud Photos Library from a second user account on your Mac. You could set this library up as a Shared family iCloud Photos Library - this way you can use your current personal iCloud Photos Library together in Photos and switch between these two libraries.

I decided to erase 100% of what I have in Photos icloud and then SLOWLY import new albums that I have organized as I want. I'm concerned about the possibility of some left over pics from my other devices merging with the new. Can someone explain in detail what exactly I need to do so that there is no problem from any pics on my iPhone, iPad or MacBook interfering with the importing & uploading to icloud on my iMac. I wanted to delete an album at a time, but that doesn't work-is there a quick or faster way to delete? Is it better to delete from the web instead of from my iMac? Thank you
